In
order to find a "final" solution to the intricate political obstacles
impeding the implementation of the Marcoussis Agreement, signed forty days ago,
Ivorian political parties gathered on March 6-7, 2003 for non stop discussions,
at Accra, Ghana, upon the invitation of Ghana's Kufuor, President in office of
Ecowas.
The outcome of the Meeting is the "Accra Agreement"

1. Upon invitation from the President of the Republic of Ghana,
His Excellency Mr. John Agyekum KUFUOR, Ecowas' president in office, a gathering
(The Meeting) of Ivorian political parties, which signed the Marcoussis Agreement,
took place at Accra from March 6 to March 7, 2003.
2. Were present
the following participants: The Ivorian Popular Front (FPI), the Ivorian
Worker's Party (PTI), the Rally For The Republicans (RDR), the Union
for Democracy and Peace in Ivory Coast (UDPCI), the Popular Movement of
Ivory Coast (MPCI),
the Popular Movement of the Great West (MPIGO), the Democratic Party of
Cote d'Ivoire - African Democratic Rally (PDCI-RDA), the Democratic and
Citizenship Union (UDCY), the Movement of the Forces of the Future (MFA)
Attended also as moderators: the President of the Supervising
Body, Professor Albert TEVOEDJRE; Ecowas'
Executive Secretary, Dr. Mohamed Ibn CHAMBAS; the special Representative of Ecowas'
Executive Secretary, Mr. UWECHUE; the special Representative of French Speaking
Countries Organization (OFI),
Mr. Lansana KOUYATE; the special Representative of the African Union, Mr. André
SALIFOU. The gathering was chaired by President Kufuor assisted by his foreign
minister Mr. Hackman OWUSU AGYEMANG.
3.The
Prime Minister designated as provided for in the Marcoussis Agreement, His
Excellency Seydou Elimane DIARRA, exposed to the floor the many hindrances and
difficulties he is encountering to implementing the Marcoussis Agreement and particularly
to set up the Reconcilement government.
Discussions and debate by the representatives of the several political forces
followed the presentation of Prime Minister Diarra.
4. The attendants
to the Meeting hereby confirm their total adherence to the Marcoussis
Agreement that they consider to be the appropriate framework to finding a
final solution to the Ivorian political crisis. Therefore the participants to
the Meeting hereby undertake to fully collaborate with President Gbagbo and Prime
Minister Diarra for the setup of a (politically) balanced Reconcilement government.
5. The participants hereby reaffirm as clearly stated in the Marcoussis
Agreement, the absolute necessity to preserve the integrity of Ivory Coast's territory;
to respect the institutions of the Republic of Ivory Coast; and to restore state
power. They stress out their belief in the democratic process as the only and
legal mean to acquire and exercise state power. The participants hereby recognize
the authority of President Laurent Gbagbo as Head of State, chief of the Army,
custodian and guarantor of the Constitution and the institutions of the Republic
of Ivory Coast.
6. The Meeting hereby hails the decision taken
by the Head of State to implement the Marcoussis Agreement, and particularly the
enforcement, before March 14, 2003, of the provisions related to:
a)
the delegation of power to the Reconcilement government; b) and
the setup of a Reconcilement government.
7. With regards to the setup of the Reconcilement government, and in order
to unlock and disentangle the current political crisis, the Meeting recommends
the following:
a)
The urgent creation of a National Security Council (NSC) comprising 15 members:
Comprising The President of the Republic, the Prime Minister, a
representative from each political force that signed the Marcoussis Agreement,
a representative of the national army (FANCI), a representative of the Gendarmerie
army corps, and a representative of the national police forces. The NSC shall
work for the good management and supervision of the Ministry of Defense (MD) and
the Ministry of National Security (MNS). Upon recommendation from the NSC, the
Prime Minister will propose to the President of the Republic, two personalities,
chosen by consensual decision of the NSC, to be appointed as Minister of Defense
and Minister of National Security.
b) The attribution to the MPCI
of two State Ministries (Ministères d'Etat): the Ministry of Territorial Administration
and the Ministry of Communication
c) The respect of the choices
made by the political parties to appointing their representatives to the Reconcilement
government.
8. The Meeting calls on the Ivorian government to take, immediately, in
collaboration with French and Ecowas troops, all measures and decisions necessary
for the security, protection and safeguard of the participants to the Marcoussis
Agreement and also to the members of the Reconcilement government and the population
in general.
9. The Meeting calls on the antagonistic forces to
immediately stop massacres, killing and exaction in territories under their respective
control.
10. In order to promote and reinforce the national reconciliation
and the unity of the nation, the Meeting hereby solemnly calls on the civil society
in general and the Media to endorse and support the Marcoussis Agreement. The
meeting also asks for the immediate release from jail of prisoners of war and
people jailed for political activities.
11. The Meeting expresses
its greatest thanks to President John Agyekum KUFUOR, who initiated this gathering;
and for the sound advises he had constantly given to the participants, asking
them to place the interests of Ivory Coast before their individual and personal
interests.
12. The Meeting expresses its sincere thanks to the
Ecowas' Executive Secretary for his personal dedication and resolution to solving
the ivorian crisis.
13. The Meeting expresses its profound gratitude
to the President and members of the Supervising Body for the eminent role they
are playing to solving the crisis. The Meeting calls on the Supervising Body to
scrupulously supervise the enforcement of the Marcoussis Agreement; and requests
from all parties to fully cooperate with the Supervising Body.
14.
The Meeting expresses its greatest thanks and profound gratitude to President
KUFUOR, the Ghanaian government and to the people of Ghana for the cordial and
warm fraternity and hospitality they displayed towards the participants to the
Meeting.

ACCORDS d'ACCRA
1. A l'invitation de Son Excellence Monsieur John Agyekum KUFUOR, Président de
la république du Ghana, Président en exercice de la CEDEAO, une Table Ronde des
forces politiques ivoiriennes signataires de l'Accord de Linas- Marcoussis, s'est
réunie à Accra les 6 et 7 mars 2003.
2. Ont participé à cette Table
Ronde les formations suivantes : FPI, MFA, MJP, MPCI, MPIGO, PDCI-RDA, PIT, RDR,
UDCY, UDPCI. Et comme facilitateurs, le Président du Comité de Suivi de l'Accord
de Marcoussis, Professeur Albert TEVOEDJRE, le Secrétaire Exécutif de la CEDEAO,
Docteur Mohamed Ibn CHAMBAS, le Représentant Spécial du Secrétaire Exécutif de
la CEDEAO, Monsieur Raph UWECHUE, le Représentant Spécial de l'Organisation Internationale
de la Francophonie, Monsieur Lansana KOUYATE, le Représentant Spécial de l'Union
Africaine, Monsieur André SALIFOU. La réunion s'est tenue sous la haute Présidence
du Président KUFUOR, assisté de Son Excellence Monsieur Hackman OWUSU AGYEMANG,
Ministre des AffaIres Etrangères du Ghana.
3. Suite à la présentation
faite par le Premier Ministre de consensus, Son Excellence Seydou Elimane DIARRA,
sur l'état de mise en ouvre de l'Accord de Marcoussis, les représentants des différentes
forces politiques ont procédé à un large échange de vues sur les difficultés auxquelles
se heurtent les efforts déployés par le Premier Ministre pour la formation du
gouvernement.
4. La Table Ronde réaffirme sa volonté d'adhésion à l'Accord
de Marcoussis considéré unanimement comme cadre de résolution durable de la crise
ivoirienne. A cette fin, les participants ont pris l'engagement de collaborer
avec le Président Laurent GBAGBO et le Premier Ministre Seydou DIARRA en vue de
mettre en place un gouvernement de réconciliation nationale équilibré.
5. Se référant à l'accord de Marcoussis, la Table Ronde réaffirme la nécessité
de préserver l'intégrité territoriale de la Côte d'Ivoire, le respect de ses institutions
et la restauration de l'autorité de l'Etat. Elle rappelle son attachement au principe
de l'accession au pouvoir et de son exercice de façon démocratique. La Table Ronde
réaffirme par ailleurs, l'autorité du Président Laurent GBAGBO, en sa qualité
de Chef de l'Etat, Chef suprême des Armées, garant de la Constitution et des institutions
républicaines.
6. Elle salue la volonté du Chef de l'Etat d'appliquer
l'Accord de Marcoussis, notamment par la mise en ouvre, avant le 14 mars 2003,
des dispositions pertinentes relatives à :
a) la
délégation des pouvoirs au Gouvernement ;
b) la formation d'un Gouvernement
de Réconciliation Nationale.
7. Concernant la formation du gouvernement de réconciliation nationale et en vue
de sortir de l'impasse actuelle, la Table Ronde recommande :
a)
La création d'urgence d'un Conseil National de Sécurité de quinze (15) membres
comprenant, le Président de la République, le Premier Ministre, un représentant
de chacune des forces politiques signataires de l'Accord de Marcoussis, un représentant
des F ANCI, un représentant de la Gendarmerie Nationale et un représentant de
la Police Nationale pour concourir à la bonne gestion des Ministères de la Défense
et de la Sécurité Intérieure. Sur proposition de ce Conseil, le Premier Ministre
soumettra, dans les plus brefs délais, au Président de la République, en vue de
leur nomination aux postes de Ministre de la Défense et de Ministre de la Sécurité,
des personnalités choisies sur une base consensuelle.
b) L 'attribution
au MPCI de deux Ministères d'Etat : le Ministère de l' Administration du Territoire
et le Ministère de la Communication.
c) Le respect des choix faits par
les forces politiques de leurs représentants au gouvernement.
8.
La Table Ronde invite le gouvernement ivoirien, de concert avec les troupes françaises
et celles de la CEDEAO à, prendre immédiatement toutes les mesures nécessaires
pour assurer la protection et la sécurité des participants à la Table Ronde de
Marcoussis, des membres du Gouvernement en particulier et de la population en
général.
9. La Table Ronde rappelle la nécessité pour toutes les forces
en présence de faire cesser Immédiatement les massacres et tueries ainsi que toutes
les exactions commises dans leurs zones d'opération.
10. Par ailleurs,
en vUe de promouvoir l'esprit de réconciliation nationale, la Table Ronde lance
un appel solennel aux acteurs socio-politiques et aux médias afin qu'ils s'engagent
résolument à soutenir le processus de mise en ouvre de l'Accord de Marcoussis.
Elle demande également la libération immédiate de tous les prisonniers politiques.
Et prisonniers de guerre.
11. La Table ronde rend un hommage appuyé
au Président John Agyekum KUFUOR pour avoir initié cette rencontre et pour les
sages conseils prodigués aux participants en vue de les engager à placer l'intérêt
supérieur de la Nation ivoirienne au-dessus des intérêts individuels.
12. Les participants à la Table Ronde expriment leurs sincères remerciements au
Secrétaire Exécutif de la CEDEAO pour sa détermination et son implication personnelle
dans la résolution de la crise ivoirienne.
13. La Table Ronde exprime
sa profonde gratitude au Président et aux membres du Comité de Suivi pour le rôle
essentiel qu'ils jouent dans la résolution du conflit. Elle les appelle à veiller
scrupuleusement au respect des termes de l'Accord de Marcoussis, et demande à
toutes les parties de leur apporter une pleine coopération.
14. Elle
adresse ses vifs remerciements et sa profonde gratitude au Président KUFUOR, au
gouvernement et au peuple Ghanéens pour leur accueil chaleureux et leur fraternelle
hospitalité.
